Yes, you'll need up upgrade to Fusion 4 or 5. That's a paid upgrade, and the only one currently available is 5.

You don't export it. Shut the virutal machine down completely (not just suspend), remove all snapshots, and simply copy it over to the windows machine (take the whole .vmwarevm package).
