Actually, I did mean 10.4.8 (!), but I usually think numbers, not names and so got that ancient history name (Tiger) wrong.
I used a 10.6 Server VM as the starting point, made sure the CD/DVD drive was On and the Super Drive was chosen in the pull-down menu. Then, in Startup Disk, I picked the CD/DVD drive icon and started the VM. It began to boot from the DVD but then failed with an error. FWIW, in VMware Fusion Help, it says "This function is not available for a Mac OS X Server virtual machine."
