svga.autodetect should be set to TRUE, or omitted from the .vmx file (it's TRUE by default for Fusion). Otherwise, the VM will be limited to the resolution specified by svga.maxWidth and svga.maxHeight, and only one display by default unless svga.numDisplays is also set.
What you should do is set svga.autodetect to TRUE, and then open Fusion, go to Settings -> Display, and check the "Use full resolution for Retina display" option. This will allow the full 2880x1800 resolution to be used in full screen mode. Afterwards, you can set the text size in Windows to 150% or higher. I would not recommend using 200%, since it will force Windows to draw the mouse cursor in software instead of doing it via hardware.
