The only thing you said that's correct is "it does not actually move the data" since it actually copies it and the rest is wrong! Have a look at: Import the Boot Camp Partition
I don't know of an easy way to do this other than using an imaging tool, like system image backup in Windows, to make a full backup then extract this onto a new virtual PC in Fusion.
If for some reason one cannot import the Boot Camp Partition through VMware Fusion then an option to Windows Backup is to use VMware vCenter Converter Standalone or other disk imaging tools like Symantec Norton Ghost.
