I understand but in this case it was a legitimate upgraded OS. I wasn't about to try and convince anyone of that.
For the record and other people's benefit, the problem was due to remnants of a failed Windows 8 install. The installation left a "boot" directory in the root that caused the configuration to fail. Once that was deleted the configuration ran without a hitch.
