By default a normal file based Virtual Machine created with VMware Fusion is placed in the ~/Documents/Virtual Machines folder and is created as a Virtual Machine Package.  Generally speaking this Package can reside wherever the User wants and as appropriate conditions for it exist, like proper permissions to Read, Write and Execute and adequate free disk space is available.  If you created it under one Account Name and are logged in into a different Account Name on the Mac then you can move it to a different location if you want and this has nothing to do with the VMware Fusion app itself other then it be closed when moving the Virtual Machine Package.  This is a basic Mac OS X User Task.  In other words User File Management.  For some background reference have a look at: Have a look at: Sharing a virtual machine between users in Mac OS

Once you've moved it you can simply double-click the Virtual Machine Package to have its entry show in the Virtual Machine Library and can delete any invalid entries by a ctrl-click and delete.
