Could you explain more on "it will not allow me to enable the US English keyboard"? Does that mean you can not add a US English keyboard from the Windows Language bar setting or the US English keyboard is already in the Language bar, you just can not set it as current input source?
Could you try install another keyboard input like English-United Kingdom or something other English input source or install a third party input application?
Or you can try Fusion menu "Virutal Machine->Settings", click Keyboard&Mouse icon in the setting panel then double click the profile you're using. Click Key Mapping Item in the popup dialog and then click the "Restore Defaults" button on the down-right.
