I don't know from where you got your information however AFAIC it's wrong! I have no problems running Windows XP SP3 under VMware Fusion 5.0.3 and as you can see in the image below I have Quicken Deluxe 2013 installed under Windows XP SP3 and VMware Fusion 5.0.3 and the install was a text book install, no issue or problems whatsoever! 
Whatever issue the OP is having I doubt it has anything to do with VMware Fusion per se and is either a corrupt download from Intuit or a Windows issue. Regaurdless since it's giving an error message it should be researched with Intuit.
