Arrow keys always scroll window - can't navigate lists

This is a bit of a complicated scenario, so let me sum-up. I have a server, which I am connected to via Integrated Lights Out, running in IE, in a Windows 7 VM. Onto that server, I'm trying to install a customized version of CentOS, though that fact may be somewhat irrelevant. The problem I'm having is that, even at the first installation options screen, I can't use the arrow keys to navigate between the options in the list. The arrow keys only cause the IE window to scroll up and down. Also, the tab key doesn't tab between screen options. Instead, tapping it cycles through the window control widgets at the top of the IE window. Essentially, this makes getting very far into the install completely impossible.

 

I know that there is a java-based remote console available, but it seems that the only viable way for the server to boot off of the OS install ISO is to use the integrated remote console. I've looked all through the settings in Fusion, IE and Windows 7 to find a keyboard option to change, but I have not identified anything that can fix this. I'm trying to get our IT guy to allow me to change settings in ILO, but I thought I'd check here, first, to see if anyone has any suggestion on how to fix this. Any ideas would be appreciated.
