We have an article in our Knowledge Base describing how to edit a Fusion VM's configuration file.
Shut down (not suspend) your virtual machine, and then follow those steps to add the following line to the virtual machine's configuration:
touchscreen.vusb.enable = "FALSE"
Then quit Fusion, open Fusion again, and power on your virtual machine. Your virtual machine should then be able to register clicks and drags from the tablet attached to the host.
